INTRODUCTION

The National Immigration Institute (INM) manages the presence of foreign individuals visiting Mexico. INM created an online process to facilitate documentation of foreign visitors entering Mexico by sea (to engage in recreational activities such as fishing), whale watching, and diving. The document you obtain is called an FMM.

IMPORTANT NOTE: This web page was prepared by SAC to help explain how to obtain FMM’s for persons on vessels entering Mexican territorial waters from the United States. The link below goes to the INM Portal which is the work of the National Immigration Institute of Mexico. This portal is where you can obtain an FMM. We have provided a summary of instructions and a translation guide to help. For questions relating to the process please contact the Mexican Consulate (619) 231-8414. Read this page top to bottom so you understand the process before you start.

 

  1. There are three steps to complete the FMM process.
  2. Complete the INM process on the INM web portal (this includes payment).
  3. Complete a spreadsheet with vessel and passenger information and email it to INM.
  4. E-mail the spreadsheet and payment receipt to INAMI. Print a copy of the receipt and electronic manifest, and present to Mexican Navy if inspected.

STEP 1
COMPLETE INM PROCESS

The INM Process consists on five parts: Creating an INM account, registering travel document (Passport), registering vessel, registering trip itinerary and paying fees.

You will need:

  1. ​Passport (from vessel operator/representative)
  2. Vessel documentation (State or Federal Registration)
  3. ​Credit card (cardholder must match vessel operator/representative)

Follow instructions and download a receipt copy, as it will be needed in Step-3. Print an additional copy to keep aboard the vessel.

IMPORTANT INFORMATION: Creating an account is a one time procedure. The next time you begin the the FMM procedure login into your INM account using your e-mail and password. Your Passport and Vessel information has been recorded. Skip to step 7 on the FMM Guide and choose your Pre registered Passport and Vessel information.

STEP 2
COMPLETE ELECTRONIC MANIFEST

Required information and documents to complete this form:

  1. Full name and passport information of all crew and passengers.
  2. Vessel documentation (State or Federal Registration).
  3. Trip destination and itinerary.

Click on the bottom left tab that says “data” and fill in the information for your trip.

SPECIAL NOTES:

  • Fields without * may be left blank
  • “Consignee / Shipping Agent” refers to company name/representative
  • Dates are written in the following order: DDMMYY
  • The document should be saved as follows: PTO_ARV_YYYYMMDD_BOAT

PTO stands for the port of arrival. BOAT refers to vessel’s name. If the vessel is not stopping at any port, information is sent to Ensenada (enter code ENS).

STEP 3
EMAIL MANIFEST AND PAYMENT RECEIPT TO INM

A copy of the spreadsheet and payment receipt should be emailed to INM. A list of the INM email addresses can be found at the following website: Click HERE to go to Mexican Port INM Email Addresses.

When visiting Coronado, emails should be sent to the Ensenada office: BC_ensenada@inami.gob.mx

Applicants will receive an email from INM either authorizing the trip or denying entry. The email will contain INM’s authorization to enter as “visitor without permission to perform paid activities”. The length of stay will cover the amount of time requested in the application (shall not exceed 180 days). This is a one trip document and not intended for multiple entries.

Have a copy of the receipt, the manifest, and your passports on board the vessel.
